Dear Sir or Madam,
Community Uplift Program (CUP) Pakistan (hereinafter referred to as “CUP”), under the project “Integrated Children and Women Centered Community Development in Battagram” funded by KNH-Germany is issuing a Request for Proposals (RFP) for hiring of a Theatre group/company to conduct short plays regarding “Awareness Raising for the larger Community on Child Rights in Health, Education, Protection against all forms of abuse and exploitation as enshrined in the UN Charter 1989 through Advocacy Materials and Local Theaters”.
The purpose of the RFP is to solicit proposals from reputed firms, having strong background, knowledge and experience of providing similar services.

Section 1: Introduction and Instructions to Service provider
Introduction
Community Uplift Program (CUP), Pakistan is a National Level non-profit development organization registered on 29 Jan 2001 under Section 42 of the Companies Ordinance 1984. CUP has developed over the past 10 years as a national indigenous solution for implementing poverty reduction projects through an intensive and integrated participatory process. It empowers people for sustainable development and builds meaningful partnerships between all stakeholders. CUP Pakistan is implementing a four year project titled: “Integrated Children and Women Centered Community Development in Battagram”. The implementation target area is three most deprived Union Councils (UCs) namely; UC Ajmeera, UC Kuza Banda and UC Paimal. Around 58,000 women and 78,000 children less than 18 years of age from impoverished or extremely poor families in the project region will benefit from the planned project. The overall goal of the project is contribution to improve the quality of life of women and children in the district of Battagram. One of the outputs of the project is strengthening government system for the implementation of child rights and child protection at the district level and functioning under national and international policies and laws.
This solicitation is for “Awareness Raising for the larger Community on Child Rights in Health, Education, Protection against all forms of abuse and exploitation as enshrined in the UN Charter 1989 through Local Street Drama/Theaters.” With maximum duration of a 20 minutes play.
Interested theatre groups/companies organizations are invited to submit proposals in response to this RFP in accordance with Section I Instructions to Service provider. The instructions are intended to assist interested Service provider in the preparation of their offer.
This RFP does not commit CUP Pakistan to pay any costs incurred in the preparation and submission of the proposals. Furthermore, CUP Pakistan reserves the right to reject all offers, if such action is in the best interest of CUP Pakistan.
Instructions for the Submission of Application
Separate technical and financial proposals must be submitted by courier or by hand no later than the time and date specified in the section Offer Deadline. The proposals must be submitted to the point of contact designated in the section Offer Deadline.
The technical proposal and financial proposal must be kept separate from each other. Technical proposals must not refer to pricing data in order that the technical evaluation may be made strictly based on technical merit.
General Requirements:
CUP Pakistan anticipates issuing a contract to:
- Theatre Group or Company or an Organization legally registered and recognized under the laws of Pakistan and is in compliance with all applicable civil, fiscal, and other applicable regulations. Eligible organizations could include private theatre groups/companies/firms and non-profits, which have strong background, proven expertise in conducting stage/theatrical plays for the corporate and development sector entities.
- Cover Letter: The cover letter shall include the following information:
- Name of the company or organization
- Type of company or organization
- Address
- Telephone
- Taxpayer Identification Number (NTN)
Company profile
The company profile must include vision, objectives, past/previous experience with similar nature of work and valid references
Technical Proposal:
The technical proposal shall comprise the following:
- Methodology, approach, script of the play, topics inclusive of content, rationale and background along with the relevancy of required theme and local culture of KP, especially Battagram.
- Number of performers to be engaged in the plays (male, female & children etc)
- Detailed plan on how the offeror intends to engage the participants i.e. setting arrangements/stage setting etc.
- The duration, timing and detailed schedule of the plays
- Evidence; CDs/Pictures or any other proof of the similar work carried out in past by the Offeror
CUP Pakistan reserves the right to check additional references not provided by an offeror.
Financial Proposal
The financial proposal is used to determine which proposals represent the best value and serves as a basis of negotiation before award of a subcontract.
The contract to be awarded will be an all-inclusive fixed price. No profit, fees, taxes, or additional costs can be added after award. Nevertheless, for the purpose of the proposal, service provider must provide a detailed budget showing major line items, e.g. salaries, production cost, travel costs, other direct costs, indirect rates, etc., as well as individual line items, e.g. salaries or rates for individuals, rent, utilities etc. Offers must show unit prices, quantities, and total price. All items, services, etc. must be clearly labeled and included in the total offered price. All cost information must be expressed in Pakistani Rupees (PKR). Quoted prices must be inclusive of all taxes.
Financial proposals submitted will be evaluated according to price reasonableness determination under full and open competition and known market conditions.
Evaluation of the financial proposal will consider, but will not be limited to, the following:
- Cost reasonableness;
- Consistency with the technical proposal;

Service provider is responsible for ensuring that their offers are received in accordance with the instructions stated herein. Late offers may be considered at the discretion of CUP Pakistan. CUP Pakistan cannot guarantee that late offers will be considered.
Validity Period
Service provider’ proposals must remain valid for 20calendar days after the proposal deadline.
Evaluation and Basis for Award
An award will be made to the service provider service provider whose proposal is determined to be responsive to this solicitation document, meets the eligibility criteria stated in this RFP, meets the technical, management/personnel, and corporate capability requirements, and is determined to represent the best value to CUP Pakistan. Technical proposals will be scored against the technical criteria by an evaluation committee. Technical Proposals that meet the minimum technical requirements will be followed by examination of financial Proposals .80% value will be given to technical and 20% to financial proposal.
Proposal Opening
Due to the nature of this RFP, there will be no public opening of proposals.
Section 2: Terms of Reference (ToR)

Community Uplift Program (CUP), Pakistan is a National Level non-profit development organization registered on 29 Jan 2001 under Section 42 of the Companies Ordinance 1984. CUP has developed over the past 10 years as a national indigenous solution for implementing poverty reduction projects through an intensive and integrated participatory process. It empowers people for sustainable development and builds meaningful partnerships between all stakeholders.
Project Background
The project is being implemented in District Battagram of the Khyber Pakhtunkhwa (KP) province. The implementation target area is three most deprived Union Councils (UCs) namely; UC Ajmeera, UC Kuzabanda and UC Paimal. Around 58,000 women and 78,000 children less than 18 years of age from impoverished or extremely poor families in the project region will benefit from the planned project. About 230,000 people in the district will indirectly receive benefits initiated by the project. 25 Government Girls Primary Schools that are identified by the Education Department of the District will be improved through jointly developed School Improvement Plans (SIPs) by community and government involvement. The project also aims to strengthen child rights and child protection as well as provide employable skills & enterprise development trainings for the about 500 ultra-poor women households and later providing them support through business assets. The project also targets the establishment of UC level Community Based Disaster Risk Management (CBDRM) Plans. The platforms for all of the above interventions will be the establishment and strengthening of the community groups (CGs) at hamlet level, village level and UC level.
The overall goal/impact of the project:
Contribution to improve the quality of life of women and children in the district of Battagram
- The government system for the implementation of child rights and child protection at the district level is strengthened and functioning under national and international policies and laws.
- The quality of primary school education including early child education especially for girls has been improved.
- Quality control and accountability in primary education in 25 municipalities in the project area is ensured by the introduction and institutionalization of a community participation monitoring and feedback system.
- The families of some 58,000 very poor/poor women in three UCs in the Battagram district are more resilient to economic shocks.
- The population of 3 UCs is better prepared for extreme weather events through a well-functioning community-based disaster risk management (CBDRM) system.
Objective of the Assignment
The overall purpose of assignment is to conduct street theatre to increase public awareness regarding child rights and protection as enshrined in UN charter 1989.
The specific objectives are:
- To contribute towards strengthening the government system for prevention and response to violence, abuse, and neglect of children at district level
- To contribute towards an integrated national child protection system in support of family and child well-being, response to violence and harmful practices against children;
- To communicate message to general public through local theatre as effective means and tool of communication
- To provide an opportunity to allow audience to interact with characters and generate discussion on different issues presented in the theater regarding child rights and protection
Target Groups and Special Consideration:
In all phases, a holistic approach should be applied by the theatre group to convey the desired message regarding child rights and protection
The plays on based on proposed themes should target the following groups:
- School going Children (girls and Boys) and their parents
- Youths, men and women
- Members of Community Groups, Village Organizations and Local Support Organization
- Government and CSO’s representatives
Target Working Area:
All the theatre plays/dramas will be conducted in the project target area at district Battagram. Specific locations include:
- UCs Ajmera, Kuza Banda and Paimal
Scope of Work
The service provider will carry out this assignment under the overall guidance of the Project Manger CUP Battagram. The service provider will also work in consultation with field based staff of CUP. The assignment responsibilities include the following:
- Development of the storyline
- Develop the storyline for the street drama/short plays covering all the objectives of the assignment
- Present, review and finalize the script with CUP project team
- Adapt the script to the local/regional language and context (Especially Pashto)
- In preparation of the script, take into consideration the socio-culture characteristics
- Conduct# of total street dramas/plays
- Conduct the first demo show in CUP office Battagram to CUP staff and other relevant stakeholders and incorporate the input for the drama accordingly
- Conduct the street dramas/plays in three different locations (minimum two) in target area as speculated in target location on following themes:
Topics of the play
Theater team will develop play to cover the topics as recommended in the ToR, such as,
- The rights of the children (in the light of CRC)
- Promotion of child rights
- Child Abuses and protection
- Child Labor and its consequences and measures to control
Deliverables
- Detailed Work Plan
- Outline of the script
- Demo show in Battagram Office for feedback and input.
- A comprehensive narrative report within two weeks following the completion of the street Dramas/plays with relevant photographs
Payment Mode:
CUP Pakistan will pay amounts in three installments (breakup is given below) upon completion of the agreement i.e. conducting 06 short plays on the required themes.

NOTE:
- CUP Pakistan will arrange for the boarding and lodging, travelling or any other required services for the selected company/group/organization, the theater company will not make any expenses regarding arrangements such as stage setting or any of the above stated etc. and will not be able to claim any such expenses against any unapproved activities or not mentioned in the agreement.
- For invoicing of all payments original letterhead pad of either company will be used.
Recruitment Qualifications
Experience: (Organization experience)
- The service provider should have minimum four years of experience in developing drama script.
- The service provider should have minimum four 4 years of experience in producing and conducting street drama/plays in local levels. (Number of years of experience in developing drama script, producing and conducting street drama is judged by organization’s registration and past history of work and previous similar assignments conducted for other similar agencies.)
- Experience of working with non-governmental organization is an added advantage.
- The service provider should have experience in social issues, environmental and child awareness/education programming.
Requirements
The service provider should use diverse resource persons;/teams representing various caste/ethnic groups with specific skills on script writing, acting, and direction required for the street drama/plays.
