Dear Sir or Madam,
Community Uplift Program (CUP) Pakistan (hereinafter referred to as “CUP”), under the project “Integrated Children and Women Centered Community Development in Battagram” funded by KNH-Germany is issuing a Request for Proposals (RFP) for hiring of a Theatre group/company to conduct short plays regarding “Awareness Raising for the larger Community on Child Rights in Health, Education, Protection against all forms of abuse and exploitation as enshrined in the UN Charter 1989 through Advocacy Materials and Local Theaters”.
The purpose of the RFP is to solicit proposals from reputed firms, having strong background, knowledge and experience of providing similar services.

This RFP does not obligate or commit CUP Pakistan to pay any costs incurred in the preparation and submission of the proposals. Furthermore, CUP Pakistan reserves the right to reject any or all offers, if such action is in the best interest of CUP Pakistan.

Community Uplift Program (CUP), Pakistan is a National Level non-profit development organization registered on 29 Jan 2001 under Section 42 of the Companies Ordinance 1984. CUP has developed over the past 10 years as a national indigenous solution for implementing poverty reduction projects through an intensive and integrated participatory process. It empowers people for sustainable development and builds meaningful partnerships between all stakeholders. CUP Pakistan is implementing a four year project titled: “Integrated Children and Women Centered Community Development in Battagram”. The implementation target area is three most deprived Union Councils (UCs) namely; UC Ajmeera, UC Kuza Banda and UC Paimal. Around 58,000 women and 78,000 children less than 18 years of age from impoverished or extremely poor families in the project region will benefit from the planned project. The overall goal of the project is contribution to improve the quality of life of women and children in the district of Battagram. One of the outputs of the project is strengthening government system for the implementation of child rights and child protection at the district level and functioning under national and international policies and laws.
This solicitation is for “Awareness Raising for the larger Community on Child Rights in Health, Education, Protection against all forms of abuse and exploitation as enshrined in the UN Charter 1989 through Local Street Drama/Theaters.” With maximum duration of a 20 minutes play.
Interested theatre groups/companies organizations are invited to submit proposals in response to this RFP in accordance with Section I Instructions to Service provider. The instructions are intended to assist interested Service provider in the preparation of their offer.
This RFP does not commit CUP Pakistan to pay any costs incurred in the preparation and submission of the proposals. Furthermore, CUP Pakistan reserves the right to reject all offers, if such action is in the best interest of CUP Pakistan.
Separate technical and financial proposals must be submitted by courier or by hand no later than the time and date specified in the section Offer Deadline. The proposals must be submitted to the point of contact designated in the section Offer Deadline.
The technical proposal and financial proposal must be kept separate from each other. Technical proposals must not refer to pricing data in order that the technical evaluation may be made strictly based on technical merit.
CUP Pakistan anticipates issuing a contract to:
The company profile must include vision, objectives, past/previous experience with similar nature of work and valid references
The technical proposal shall comprise the following:
CUP Pakistan reserves the right to check additional references not provided by an offeror.
The financial proposal is used to determine which proposals represent the best value and serves as a basis of negotiation before award of a subcontract.
The contract to be awarded will be an all-inclusive fixed price. No profit, fees, taxes, or additional costs can be added after award. Nevertheless, for the purpose of the proposal, service provider must provide a detailed budget showing major line items, e.g. salaries, production cost, travel costs, other direct costs, indirect rates, etc., as well as individual line items, e.g. salaries or rates for individuals, rent, utilities etc. Offers must show unit prices, quantities, and total price. All items, services, etc. must be clearly labeled and included in the total offered price. All cost information must be expressed in Pakistani Rupees (PKR). Quoted prices must be inclusive of all taxes.
Financial proposals submitted will be evaluated according to price reasonableness determination under full and open competition and known market conditions.

Service provider is responsible for ensuring that their offers are received in accordance with the instructions stated herein. Late offers may be considered at the discretion of CUP Pakistan. CUP Pakistan cannot guarantee that late offers will be considered.
Service provider’ proposals must remain valid for 20calendar days after the proposal deadline.
An award will be made to the service provider service provider whose proposal is determined to be responsive to this solicitation document, meets the eligibility criteria stated in this RFP, meets the technical, management/personnel, and corporate capability requirements, and is determined to represent the best value to CUP Pakistan. Technical proposals will be scored against the technical criteria by an evaluation committee. Technical Proposals that meet the minimum technical requirements will be followed by examination of financial Proposals .80% value will be given to technical and 20% to financial proposal.
Due to the nature of this RFP, there will be no public opening of proposals.

The project is being implemented in District Battagram of the Khyber Pakhtunkhwa (KP) province. The implementation target area is three most deprived Union Councils (UCs) namely; UC Ajmeera, UC Kuzabanda and UC Paimal. Around 58,000 women and 78,000 children less than 18 years of age from impoverished or extremely poor families in the project region will benefit from the planned project. About 230,000 people in the district will indirectly receive benefits initiated by the project. 25 Government Girls Primary Schools that are identified by the Education Department of the District will be improved through jointly developed School Improvement Plans (SIPs) by community and government involvement. The project also aims to strengthen child rights and child protection as well as provide employable skills & enterprise development trainings for the about 500 ultra-poor women households and later providing them support through business assets. The project also targets the establishment of UC level Community Based Disaster Risk Management (CBDRM) Plans. The platforms for all of the above interventions will be the establishment and strengthening of the community groups (CGs) at hamlet level, village level and UC level.
Contribution to improve the quality of life of women and children in the district of Battagram
The overall purpose of assignment is to conduct street theatre to increase public awareness regarding child rights and protection as enshrined in UN charter 1989.

The service provider will carry out this assignment under the overall guidance of the Project Manger CUP Battagram. The service provider will also work in consultation with field based staff of CUP. The assignment responsibilities include the following:

Theater team will develop play to cover the topics as recommended in the ToR, such as,
CUP Pakistan will pay amounts in three installments (breakup is given below) upon completion of the agreement i.e. conducting 06 short plays on the required themes.

Experience: (Organization experience)
The service provider should use diverse resource persons;/teams representing various caste/ethnic groups with specific skills on script writing, acting, and direction required for the street drama/plays.
